From November 2025, the Support at Home program will replace Home Care Packages and the Commonwealth Home Support Programme. The new system is designed to simplify access, reduce costs, and improve quality so older Australians can stay at home longer.

Key Changes

1. New Provider Registration (Levels 1–6)

• Providers will be classified by the complexity of services they deliver.

• Basic service providers → lighter regulation.

• Clinical and complex care providers → stronger compliance and audit requirements.

2. Funding & Pricing Reform

• Package management and admin fees removed.

• Direct billing and payments handled by Services Australia.

• A national pricing schedule will standardise service costs across providers.

3. Participant Contributions

• A consistent, means-tested approach to client contributions will apply across all in-home aged care.

• Replaces today’s inconsistent CHSP vs. HCP contribution rules.

4. Integrated Program

• CHSP and HCP merge into one streamlined system.

• One entry point for assessments and service delivery.

5. Reablement & Assistive Technology (AT-HM)

• Stronger focus on early intervention and short-term reablement supports.

• More flexibility to fund equipment, technology, and home modifications.
